Saudi Arabia Cashback Programs Market Opportunities Databook – 90+ KPIs on Cashback Market Size, By Business Model, By Channel, By Cashback Program Type, By End Use Sector – Q2 2026 Update
Summary
According to PayNXT360, the cashback market in Saudi Arabia is expected to grow by 9.7% annually, reaching US$1,746.5 million by 2026.

The cashback market in the country has experienced robust growth during 2021-2025, achieving a CAGR of 10.8%. This upward trajectory is expected to continue, with the market forecast to grow at a CAGR of 8.5% from 2026 to 2030. By the end of 2030, the cashback market is projected to expand from its 2025 value of US$1,592.7 million to approximately US$2,417.3 million.

Key Trends and Drivers

Banks are shifting promotional cashback toward international and travel spending
• International spending has become one of the clearest areas of intensified cashback competition in Saudi Arabia during 2026. Several large issuers have launched overlapping campaigns rather than relying only on their standard card propositions. Al Rajhi Bank offered selected mada cardholders 5% cashback on international purchases during July-August and separately offered 10% cashback on qualifying international purchases for selected/new Lite cardholders. Riyad Bank ran a 15% international-purchase cashback campaign in July-August, while BSF introduced offers covering international dining, duty-free purchases and international spending on mada/prepaid cards. SNB and SAB have also run international or travel-related cashback campaigns. Importantly, the activity is no longer restricted to conventional credit cards; debit/mada and prepaid products are increasingly included.
• The campaign structure indicates that issuers are competing more aggressively for foreign-currency and travel-related card volume, particularly during peak outbound-travel periods. Minimum-spend thresholds and relatively tight cashback caps allow banks to stimulate incremental usage without permanently increasing base reward costs. The addressable pool of electronic transactions is also expanding: SAMA reported that electronic payments reached 85% of retail payments in 2025, up from 79% in 2024, while electronic transaction volumes rose to 14.6 billion from 12.6 billion. This does not establish cashback penetration, but it strengthens the underlying transaction base on which issuers can deploy increasingly segmented card incentives.
• Cross-border cashback should remain a highly competitive but increasingly seasonal and conditional part of the Saudi market. Issuers are likely to continue using elevated rates for travel periods, selected card tiers and foreign-currency transactions rather than embedding those rates universally. This should support cashback issuance from financial-services firms and extend cashback further into mada/debit products, but minimum-spend hurdles, customer selection and campaign caps are likely to keep profitability under tighter control.

Cashback is becoming a customer-lifecycle tool rather than a mass-market promotion
• A notable recent change is the increased use of cashback for selected-customer activation, reactivation and spend stimulation. BSF's May–June 2026 campaign was restricted to customers selected according to internal criteria, with the required spending level and fixed cashback amount communicated individually by SMS or push notification. SAB went further with a May–June campaign aimed at credit cards dormant for 12 months: customers receiving the communication could earn cashback by resuming card use, while the terms stated that failure to use the card during the campaign could result in a credit-limit decrease. Al Rajhi has also run campaigns where cashback amounts or required spending were communicated directly to selected customers.
• Banks now have stronger digital channels for identifying customers, communicating individual offers and verifying qualifying transactions. That allows cashback spending to be concentrated on customers whose behaviour the issuer wants to change rather than distributing an identical reward across the full portfolio. The trend is also visible at the payment-channel level: Al Rajhi ran a selected-customer campaign specifically tied to tokenized Apple Pay transactions, while BSF's targeted cashback campaign explicitly counted purchases through Apple Pay, Samsung Pay and Google Pay. Cashback is therefore increasingly being linked to specific customer and payment behaviours.
• Personalized cashback should gain at the expense of undifferentiated promotional cashback. This does not necessarily mean lower headline rates: selected customers may receive relatively strong offers, but eligibility, thresholds and caps will increasingly determine actual issuance. Banks with stronger app engagement and transaction analytics should be able to use cashback more efficiently for dormant-card reactivation, spend migration, cross-sell and retention. As a result, customer-level cashback outcomes are likely to become more differentiated even when overall program budgets remain controlled.

Digital banks and wallet-led providers are widening cashback competition beyond incumbent card issuers
• Cashback competition is becoming more app-native as newer digital financial-services providers use small, immediate monetary rewards to drive first transactions and recurring engagement. D360 Bank currently offers 100% cashback, capped at SAR15, on an eligible customer's first coffee-shop transaction and in August 2026 introduced SAR10 cashback for selected customers receiving their first eligible domestic-worker salary through the Musaned service into D360. STC Bank currently lists cashback across several Visa payment-card tiers and is also running a selected-customer cash incentive on international purchases. urpay, meanwhile, credits cashback directly to the wallet through an in-app game following eligible Visa-card purchases, with cashback potentially reaching the full transaction value.
• The competitive objective differs somewhat from traditional premium-card rewards. Digital banks and wallet providers can use cashback to encourage the first card transaction, move more activity into their app or account, and build frequency around everyday transactions. D360's first-purchase structure and urpay's requirement to return to the app and play for cashback illustrate this engagement-led model. At the same time, Saudi Arabia's continued migration toward electronic payments gives app-based providers more opportunities to attach monetary rewards directly to transaction journeys rather than relying on a traditional statement-cycle rewards experience.
• Digital-bank and wallet-based cashback should increase its competitive relevance, particularly for transaction activation and relatively frequent, low-ticket purchases. Traditional issuers will face pressure not simply on cashback percentages but also on how quickly cash is credited, how easily it can be accessed and how closely rewards are integrated into mobile journeys. The likely result is greater use of instant or near-instant account/wallet credits and more gamified or event-triggered rewards, while high-value conventional credit-card cashback remains important for larger spending categories.

Issuers are reallocating cashback toward strategic categories and partner wallets instead of simply raising rates
• Recent program changes show that Saudi cashback economics are being rebalanced rather than universally made more generous. From 3 August 2026, Al Rajhi Bank restructured its Signature Cashback Plus proposition by introducing food-delivery apps as a dedicated cashback category and strengthening its linkage with HungerStation. Qualifying HungerStation food orders can earn 10% cashback credited to the card plus an additional 5% credited to the customer's HungerStation wallet, while the overall monthly cashback cap remains SAR500. The restructuring indicates a shift toward category-specific and merchant-partner cashback, allowing issuers to concentrate higher rewards on selected spending occasions without broadly increasing program generosity.
• The newer structures allow issuers and commercial partners to concentrate rewards where they are more likely to influence repeat spending. The use of partner-wallet cashback is appearing beyond one program. Riyad Bank's July 2026 Direct offer credited 5% cashback on flight bookings and 10% on hotel bookings to the Direct wallet, while SNB's 2026 MacQueen partnership provides a 10% cashback component credited to the customer's MacQueen wallet. These are genuine monetary cashback mechanisms, but the consumer receives some or all of the value inside the partner ecosystem rather than solely as an unrestricted bank statement credit.
• Saudi cashback programs are likely to become more category-specific and partnership-dependent. High headline rates can continue, but a growing portion of incremental generosity is likely to be concentrated in food delivery, travel, selected merchants or closed-loop partner wallets, while broad categories remain capped or are repriced. This should strengthen the role of retailer and platform partnerships alongside financial-services cashback, increase repeat redemption within partner ecosystems and give issuers more flexibility to manage reward costs without withdrawing cashback as a competitive proposition.

Competitive Landscape in the Cashback Market in Saudi Arabia
Competition should intensify but become more targeted rather than uniformly more generous. Electronic payments represented 85% of Saudi retail payments in 2025, providing issuers and digital banks with a larger transaction base for segmented offers. Over the next 2–4 years, customer-specific cashback, debit-card cashback, instant wallet credits and bank-merchant programs should gain importance, while caps and eligibility thresholds remain central to profitability.

Current State of the Market
• Saudi cashback competition remains bank- and card-led, but the competitive perimeter has widened. Al Rajhi, SAB, BSF and Riyad Bank continue to compete through permanent cashback cards and increasingly targeted campaigns, while digital banks and wallets are becoming credible challengers. Vision Bank, D360 Bank, STC Bank and urpay now provide verified monetary cashback propositions. Recent activity suggests competition is shifting from broad card rewards toward app-based activation, selected-customer offers and merchant-linked wallets rather than toward standalone affiliate cashback platforms.

Key Players and New Entrants
• The Saudi cashback market remains anchored by established banks, with Al Rajhi Bank, SAB, BSF, Riyad Bank and SNB maintaining active cashback propositions. Competitive pressure is increasingly coming from digitally led financial-services players. STC Bank has embedded cashback across its card portfolio, while D360 Bank is using targeted cashback to stimulate specific transaction behaviours and urpay is integrating monetary cashback directly into its wallet experience. This broadens competition beyond traditional credit-card rewards toward app-based, account-linked and wallet-based cashback models. Vision Bank’s earlier mada cashback campaign has expired, indicating recent experimentation with cashback by new digital-bank entrants, but not an active proposition at present.

Recent Launches, Partnerships, Mergers, and Acquisitions
• Recent competitive change has been driven more by product restructuring and merchant partnerships than consolidation. From August 2026, Al Rajhi restructured Cashback Plus and added up to 15% on HungerStation food orders, with part credited to the HungerStation wallet. Riyad Bank similarly offered cashback into Direct's travel wallet, while BSF intensified short-duration international, duty-free and supplementary-card cashback campaigns. These developments increase the role of merchants and partner wallets without displacing banks as the principal cashback issuers.
